The ISAC Experimental Nuclear Physics and CMMS groups participated in this, as well as members of Accelerator and Engineering Divisions. During this process, many items that were no longer needed or whose owners were unknown were identified and moved to "tagging areas" where they will now sit until Wednesday 7th February. This is to give people the opportunity to determine ownership of the unknown items, and to subsequently contact those owners. Red tagged items that have been labelled with a definite owner but say "not needed", may be useful to others. If by Wednesday no-one claims the items, they will be removed for disposal. The Policy and Planning Advisory Committee (PPAC) process elicited a strong response from the community, with 83 proposals submitted to the committee. PPAC evaluated the proposals and submitted its report to the TRIUMF Board of Management. In January, we summarized the high-level takeaways from the PPAC report as follows: * Prioritize ARIEL and IAMI as foundational for the future of TRIUMF * Focus on the existing multi-disciplinary, high-impact science portfolio, including strong on-site and off-site components * Make balanced investments into core infrastructure, science support, and selected new opportunities, to maximize the benefit from ARIEL and IAMI * Position TRIUMF for its long-term future by further developing particularly promising new ideas without affecting the efforts on ARIEL and IAMI With these recommendations in mind, we are continuing to consult, both with the Five-Year Plan Steering Committee, the TRIUMF Board, and the TRIUMF community. Preliminary high-level goals are being developed as we speak. Which of those ideas come to fruition will depend on external context (external project approval, funding or timeline), more in-depth assessment of scientific opportunities and resource needs, and community support for future CFI competitions. * Establishing TRIUMF Innovations as hub for linking science and business by streamlining access to TRIUMF's world-class expertise and infrastructure. * Increase Canadian competitiveness by connecting TRIUMF researchers and technologies to market through start-ups, industry partnerships, licensing, and business development * Expanding education and outreach programs across Canada through the TRIUMF network The goals and priorities are continuing to be developed, so please continue to join the consultative process. Kruecken, Deputy Director Research, TRIUMF May 22, 2018 Re: Request for Proposals for anticipated CFI Innovation Fund Competition Given the most recent funding allocation in the federal budget to the Canada Foundation for Innovation, we anticipate an Innovation Fund competition starting sometime in late 2018 or early 2019, with a proposal submission deadline in the summer or fall of 2019. In this context we would like to invite submission of Project Initiation Sheets (using this Template) by August 31, 2018 for projects that intend to submit to the upcoming CFI IF competition. We recognize that a number of potential applications have already been part of the PPAC process in 2017. Thus, we expect that it will be rather straightforward for the proponents to update the PPAC submissions and in particular the budget and resource estimates. TRIUMF's Policy and Planning Advisory Committee (PPAC) will meet in October 2018 to review, analyze, prioritize, and make recommendations to the TRIUMF Director based on these submissions. PPAC will not only take the scientific merit into account but also the resource requirements from TRIUMF in the context of existing commitments. PPAC may request additional information from the proponents before the PPAC meeting. Based on the PPAC recommendations and taking into account the priorities of the Five-Year Plan 2020-25, TRIUMF will make a decision on which proposals it is able to support in the upcoming CFI IF competition and approve Gate 0 for these projects. For proposals that relate to SNOLAB, TRIUMF and SNOLAB have agreed to align and, where appropriate, combine project governance processes in order to avoid duplication of efforts. We also want to make you aware that TRIUMF has updated its project management process (TSOP-15) in particular with respect the CFI process. Please review TSOP-15 and associate documentation. Following a successful Gate 0 approval in the Fall of 2018, projects need to expeditiously move to a Gate 1 review before the CFI Notification of Intent is to be submitted (anticipated for spring 2019), which fixes the proposal budget to within 10%. For Gate 1 the project needs to be well defined with top level requirement, preliminary cost estimates to support an initial budget, and as applicable a system architecture. The work to prepare for and submit a CFI application happens between Gate 1 and 2. A project team must develop a concept sufficiently well to be able to adequately prepare a proposal, including a preliminary resource-loaded schedule, a preliminary concept that has been reviewed by peers and stakeholder, and a budget based on cost estimates (for example using a work breakdown structure to ensure that all scope is covered). While the project does not have to go through Gate 2 before the final proposal submission to CFI, TRIUMF will have to review the CFI application before submission. This is a condition for TRIUMF to supply support letters to CFI. This process will ensure that information on performance, design, budget and timelines is robust, reliable and consistent. It will strengthen CFI proposals in a substantial way. In order to allow for sufficient time to develop the initial technical concept, it is important that the process start early. A contractor accidentally drilled into a high-voltage duct bank that serves power to the TRIUMF site. Both transformers were affected, knocking out power from accelerator systems to site facilities. The contractor was not harmed, and at no time were the health and safety of our employees, visitors, or our neighbours put at risk. We will conduct a thorough investigation, but at present our focus is on safety and restoring power site-wide. Immediately following the incident, work was stopped and WorkSafeBC was notified and called to the site. Following WorkSafeBC procedures, a joint TRIUMF, UBC, and contractor team assessed the damage and began work to restore power. Efforts are underway to safely restore power as quickly as possible, with the goal to have power returned over the weekend. Meantime, TRIUMF operations are suspended. Notice will be sent after power is restored and when equipment loads can be added. The safety of our employees, visitors, contractors, and neighbours is our number one priority. As a precaution, site access is restricted to personnel involved in restoration efforts. With the outage, there is no risk to our neighbours in the surrounding area. We'll provide another email update when power is restored and access resumed. Thanks for your understanding and support as teams work through the weekend to safely restore power. The drilling was taking place as part of an environmental assessment to prepare for new construction. The contractor was not harmed, nor was the health and safety of our employees, visitors, or our neighbours put at risk. With power safely restored, we're now bringing our attention to understanding how this incident occurred and how we can prevent something like it from happening again. As a precaution, effective immediately I'm issuing a moratorium on excavation activities at TRIUMF until Anne Louise Aboud, TRIUMF's Deputy Director for Operations, has reviewed our policies and procedures on excavation and any potential corrective actions have been implemented. TRIUMF is committed to safety and reliability, ultimately to the benefit of our staff, users, and the larger community. More thorough investigations will also be conducted. We'll conduct a TapROOT investigation, part of our usual process, and Terry Sanghera, TRIUMF's Occupational Health & Safety Associate Officer, will facilitate a WorkSafeBC process. Moreover, for extra diligence, I'm asking Anne Louise to lead a broader internal investigation to identify opportunities where we can learn and improve, with the aim of further strengthening our processes and systems and preventing something like this from happening again. Unexpected 520 MeV cyclotron downtime Message-ID: Colleagues - During the ramp up after the power outage, the Linde cryoplant for TRIUMF's 520 MeV cyclotron experienced significant technical issues which have to be addressed before being able to start the cyclotron up again. Teams are currently warming the system up to prepare for an assessment of the situation, which will be followed by repairs to safely and speedily return the system to regular operations so that we can be delivering beam. At present, the estimate is a three-day turnaround for repairs and to bring the 520 MeV cyclotron back online. As such, we do not expect to resume beam delivery before this Thursday, October 25. We will provide updates when repair work is further along and when beam delivery can be confirmed. We're sorry to those impacted and inconvenienced by this unexpected cyclotron downtime, particularly those losing experimental beam time. This included major cryogenic systems such as in the cyclotron and the ISAC II accelerator. After site power was restored on Saturday, October 20th major efforts were underway to restore critical systems required to operate the accelerators before conventional start-up procedures for beams could be initiated. With all this in mind, radioactive beam to ISAC will not be available for experiments until Friday, October 26th, and ISAC II beam is not expected to be available until Friday, November 9th. In order to preserve the maximum number of high-priority experiments in the ISAC schedule, b-NMR will now commence on Friday, October 26th and run until Tuesday, November 6th. Following that, the GRIFFIN experiment S1750 will run. Unfortunately, this also means effectively one (1) week has been lost from the tantalum target. This means that the run originally scheduled for the end of that target, S1668, has to be cancelled. The IRIS experiment S1701 will be rescheduled for setup with stable beam on Friday, November 9th. However, while every effort is being made to get ISAC II cryogenic systems up on time, we cannot completely guarantee that this date will be adhered to. We will keep ISAC Users posted. It is the policy of Physical Sciences Division to preserve the shifts of any experiment that has been negatively affected by this incident. We sincerely apologies for any inconvenience caused to our users. The new revised schedule will be posted online sometime in the next 24 hours. Repair work on the damaged conduit has been completed and new cables are being pulled later this week. Cryoplant repairs have been successfully completed. Preliminary testing of the cyclotron RF system has been conducted successfully. Further testing will be done when the vacuum reaches nominal value. Beamlines are being turned on. Barring any other issues, we are on track to have the 520 MeV cyclotron back online mid-to-late Thursday, October 25th. Machine tuning will follow. Alcorta); Resonance probes, muons and beta NMR (I. McKenzie); Science Technology (T. Lindner); and Detector Test Beam with M11 (S. Yen and I. Trigger). For many of these projects we are working closely with the Accelerator Division at TRIUMF. The Liaison Scientists manage user satisfaction surveys which are completed after every experiment or service project. In this newsletter we are responding to often repeated feedback, in particular, for beam reliability at ISAC (see contribution from A. Gottberg and C. Babcock). Note that it‘s possible that the response to the feedback could include a 2019 schedule with reduced on-line availability to focus efforts on improved on-line reliability. In addition, there is an update from ARIEL and CANREB (A. Garnsworthy and C. Ruiz). CANREB will commence commissioning off-line and on-line in the first half of 2019, which could lead to early science opportunities in the second half of 2019. A notice has recently been sent out for an SAP-EEC at TRIUMF in January, and one is planned for July. The July EEC hopefully will allow CANREB-based proposals to be accepted, and we will provide opportunities for beam-time requests for experiments in August and September 2019 for CANREB-based experiments. We encourage the community to coordinate early science opportunities, with focus on post-accelerated beams. There could be an opportunity for a workshop at TRIUMF if interests exist. Please let us know. In June, together with the Helmholtz Centres (DESY, KIT, GSI, and Juelich) and industry partners D-Wave and 1Qbit, TRIUMF hosted a workshop on Data Science and Quantum Computing. Since then, we have established working groups where interested parties can sign up to participate (see mailing list here: http://lists.triumf.ca/mailman/listinfo/data_science_and_quantum_computing). TRIUMF hired a Data Scientist (W. Fedorko, wfedorko at triumf.ca) to help establish quantum computing and data science platform at TRIUMF. However, there were some setbacks. This was reflected in the many surveys received from the users, whom I would like to thank for their valuable feedback which highlighted areas needing improvement. Our stated policy is to flag areas of common concern and actively seek to resolve those issues wherever possible. This year we have had several criticisms related to beam delivery, most of which fall into the category of reliability. The message was received loud and clear and multiple groups... Science Technology - Thomas Lindner The goal of the Science Technology Department is supporting the physics community in bringing to reality their projects by providing technical resources for the design, construction, and operation of experiments and other apparatus, and by supporting R&D efforts. The largest project for the Science Technology Department in the last half year was the completion of the ALPHA-g radial time projection chamber (rTPC). The ALPHA-g rTPC is 2.4 m long and 0.4 m diameter, with 256 anode wires and 18432 pads and a readout with custom electronics designed and fabricated by the Science Technology Department. Surrounding the rTPC is a barrel scintillator, readout with silicon photomultipliers (SiPMs). The rTPC was built and tested at TRIUMF over the last two years and shipped to CERN in July. After a great deal of hard work from the Science Technology Department and the ALPHA collaboration, the rTPC is now ready for the first ALPHA-g commissioning and data taking run this fall. Centre for Molecular and Material Science - Iain McKenzie Since the last newsletter, TRIUMF has hired two new scientists, Sarah Dunsiger, and Kenji Kojima, and promoted another, Iain McKenzie, to faculty status, enabling them to do independent self-directed research. Together, they will form the core part of a team to develop a strong in-house scientific program with strong university connections (e.g. SFU and SBQMI at UBC).In other good news, starting in 2019 users no longer will be charged for their liquid helium usage. M11 Beam Testing - Isabel Trigger The beamline M11 area is back in business. The fast pion beamline M11 first came online in 1980. A secondary beam from the BL1A T1 target was neatly steered away from the proton beamline by a septum magnet into the M11 channel, which accepted either positively- or negatively-charged pions of kinetic energy 50 to 350 MeV with a ?p/p =5% momentum spread. That was until the year 2001.In that year, the septum ? which had been plagued by water leaks from its very beginning ? sprung a major... ARIEL Update - Adam Garnsworthy and Chris Ruiz There has been steady progress in the installation of the RIB transport beamlines and the new CANadian Rare isotope facility with Electron Beam ion source (CANREB) equipment on the ground floor of the ARIEL building, and their connection into the ISAC experimental hall. Over half of these beamlines are now aligned and under vacuum. The installation of equipment is anticipated to be completed by the end of 2018 at which point the focus will move to commissioning... Beam Development Update - Carla Babcock, Alex Gottberg In the last newsletter we reported on the rich variety of target and ion source development projects ongoing at ISAC, as well as on ISAC target operation statistics - all are making significant progress and in particular, we successfully operated of a nanometric target material, an electrospun carbon fibre matrix with embedded dispersed SiC particles (<100 nm). Here we would like to take the opportunity to demonstrate our commitment to ongoing ISAC infrastructure campaigns that aim to unlock higher operational reliability and new capabilities that users are demanding (via e.g. the satisfaction surveys). The timeline below summarizes our plans to address the highest priority ISAC target system actions, in order to increase reliability and expand capabilities for the RIB science program. Please note the next meeting will take place on Monday and Tuesday, January 21st and 22nd, 2019. We will be accepting proposals and progress reports submitted via the Spokespersons' portal. The committee members of the MMS-EEC ask that new proposals and progress reports conform to rules specified in the call for submissions. The deadline for submissions is Tuesday, December 11th, 2018 at 23:59:59 (Vancouver time). Please note: Spokespersons are required to make the facility coordinator(s) and/or collaboration spokespersons for the relevant experimental facilities aware of their new proposal(s).
