TRIUMF beamer template

[GAPS]

Hi all,
I have made some small tweaks to the beamer template file, and included
information from Carla Barquest on how to get things running on Windows.
You may now find the template on the GAPS website ( gaps.triumf.ca ) under
Resources -> General Resources.
