Title:     Towards the precision era in neutrino physics: the Neutrino Factory and MICE

Abstract: The case for a programme of high-sensitivity, high-precision measurements of neutrino oscillations beyond the present generation of experiments is reviewed. Options for the second generation facility are identified. Of these, the Neutrino Factory, an intense high-energy neutrino source based on a stored muon beam, is widely believed to yield a precision and sensitivity superior to the other proposed second-generation facilities. The exciting international R&D programmes which are being carried out to demonstrate the feasibility of the required techniques are then reviewed. Particular emphasis will be placed on the international Muon Ionisation Cooling Experiment (MICE) which is being constructed at the Rutherford Appleton Laboratory (RAL). Finally, the case is made for a five-year International Design Study (IDS) of the Neutrino Factory to follow on from ‘the international scoping study of a future Neutrino Factory and super-beam facility’. The goal of the IDS should be to produce a conceptual and first technical design of the facility by 2012 to allow the era of precision and sensitivity in neutrino oscillation measurements to start in the second half of the next decade.
