[Videoconferencing] EVO phone bridge update

Following some changes to the phone system configuration, the phone 
bridge will now disconnect when a caller hangs up. It passes a couple of 
seconds of annoying dialtone into the conference, but apparently the CERN 
one does that too and people are used to it.

Please try this out (EVO TV is 31# for a quick test). If it looks OK, EVO 
will add us to their list of bridge numbers for others to use.

FYI, it works by making a SIP voip call to an Asterisk server at caltech, 
and joins EVO there, rather than connecting to our Panda server.
