[Videoconferencing] New AV VLAN - new H323 numbers at TRIUMF

I am in the process of moving TRIUMF videoconferencing devices (H323 and 
Evogh) from the main TRIUMF VLAN to a new audio/video VLAN. This will 
expose them to less broadcast noise on the network and hopefully give 
better performance.

For Evogh, it doesn't make any difference as the ip address is not used 
when connecting. Unless you use the computer to login elsewhere with SSH 
and have an address restriction, or just notice it now says "last logged 
in from brd-pc.av.triumf.ca" instead of "...from ag13.triumf.ca"

For H323, which does use ip addresses, it will affect bookmarks at other 
sites as well as here.

As I write, the auditorium, theory and boardroom sets have been changed
The E164 numbers and gatekeepser settings remain the same.
The Polycom in the auditorium has been replaced with an HD LifeSize set 
similar to that in the boardroom, capable of sending a presentation as a 
second video feed.
