[Videoconferencing] New AV VLAN - new H323 numbers at TRIUMF

Per my previous message of 26 November, the move
of H323 and Evogh devices to the new VLAN and subnet is complete.

To reiterate: for H323, which does use ip addresses, it will affect 
bookmarks at other sites.
I have changed some of the bookmarks in our machines, but not all.
E.g. the entry for "TRIUMF auditorium" in ISAC2 222 etc.
Mostly, it's me that uses those for testing. Our bookmarks of other sites 
are unaffected.

The ESnet MCU service now includes an HD (high definition video) bridge, 
which we can use with the LifeSize HD sets in the boardroom and 
auditorium.

HD meetings must start with 75 or 78 e.g. "751234"
SD meetings should start with 85 or 88 e.g. "851234"

As before, these services are intended for conferences including a US 
DOE-funded lab.
Several of our H323 sets, including the LifeSize in the auditorium, can do
up to 4-way conferences natively.
