[Triumf-linux-managers] Daylight savings changes errata

Further to my mail of 22 Jan 2007, there are a couple of extra steps:

- for RedHat/Fedora/SL, /usr/share/zoneinfo/America/Vancouver must be
   copied to /etc/localtime

- sendmail must be reloaded ("killall -HUP sendmail", or
   "service sendmail reload") to pick up the new time offset (typically it
   gets reloaded once a week by logrotate in any case)

- mysqld must be restarted, if running and used for time records:
   "service mysqld restart"

(I sent the original mail to this list quite early, before I understood
that /etc/localtime was a copy, not a link - as on some other distros - of the 
working zone file)
