The ordering of terms in the base address is important; for some reason I 
had it incorrect in my Thunderbird profile.

The SSL certificate for the UBC server is issued to a different host; the 
following also works:
$ ldapsearch -x -H ldaps://ldapcons.id.ubc.ca -b ou=people,o=ubc.ca -LLL ou=TRIUMF cn
   (list all TRIUMF people registered at UBC)

It is not necessary to use the UBC VPN from a TRIUMF address.
