Further to my last, it may be necessary to copy the America/Vancouver 
zone file to /etc/localtime unless glibc-common >= 2.3.4-2.20

$ zdump -v /etc/localtime |grep PDT|grep 2007      - expect March 11

# cp /usr/share/zoneinfo/America/Vancouver /etc/localtime
